About the Role

Elit’Avia is seeking to recruit a CAMO Safety & Compliance Manager to oversee and manage the compliance and safety functions within our Continuing Airworthiness Management Organisation (CAMO). This key role ensures full adherence to EASA regulations and internal standards while promoting a proactive safety culture. The successful candidate will be responsible for maintaining an effective Compliance Monitoring System and supporting the CAMO Safety Management System, working closely with senior management, other Safety & Compliance team members and regulatory authorities to ensure the continued airworthiness and operational integrity of our managed fleet.

Key Responsibilities:

1. Compliance Management Responsibilities:

  • Monitor compliance with the requirements of Part-CAMO, company-approved procedures, and any applicable contracts.
  • Ensure that all CAMO activities are performed in accordance with approved policies, procedures, and under the appropriate supervision of nominated postholders.
  • Oversee the execution and continuous updating of the Compliance Monitoring Program, including scheduling, conducting, reporting, and following up on audits.
  • Identify non-conformities, initiate corrective/preventive actions, and monitor their implementation and effectiveness.
  • Maintain an up-to-date and documented Compliance Monitoring System (CMS) in line with regulatory standards and internal quality benchmarks.
  • Ensure that all subcontracted or contracted maintenance activities comply with contractual obligations and Part-CAMO requirements.
  • Provide independent, objective assessments and reports directly to the Accountable Manager (AM) and/or designated compliance focal point.
  • Maintain unrestricted access to all areas of Elit’Avia’s organisation and subcontractors necessary to perform compliance oversight.

 

2. Safety Management Responsibilities

  • Act as the focal point for all CAMO-related safety issues, assisting the AOC Safety Manager (AOC SM) while focusing on the CAMO domain.
  • Monitor safety risks associated with the continuing airworthiness management activities, supporting the development and maintenance of the CAMO Safety Management System (SMS).
  • Conduct and facilitate hazard identification, risk analysis, and risk assessments relating to new developments, procedures, and organisational changes affecting CAMO operations.
  • Develop and maintain the internal hazard and occurrence reporting systems; ensure timely investigation, analysis, and reporting of events.
  • Monitor implementation and effectiveness of safety actions and mitigation strategies included in the Safety Action Plan (SAP).
  • Ensure that SMS documentation is kept up to date and reflects current practices, hazards, and mitigation strategies within the CAMO.
  • Promote and support a just culture and positive safety reporting environment.
  • Report serious occurrences to the appropriate national aviation authorities (e.g., TM-CAD) in accordance with applicable regulations.
  • Provide periodic safety performance reviews, trend analysis, and reports to the AM and AOC SM.


3. Integrated Oversight Duties

  • Ensure that both compliance and safety oversight functions are harmonized and do not operate in isolation, leveraging data and insights from one domain to enhance the other.
  • Maintain close collaboration with the AOC Safety Manager, Compliance focal points, and all nominated postholders to support the integrated management system of Elit’Avia.
  • Ensure that internal policies, manuals, and procedures remain aligned with evolving regulatory requirements (e.g., CAMO, M, 145, AIR OPS) and reflect both compliance and safety best practices.


4. Training and Awareness

  • Ensure that adequate compliance and safety management training is available, updated, and meets applicable regulatory requirements and internal standards.
  • Coordinate or conduct internal training sessions and briefings related to compliance audits, safety investigations, risk management, and regulatory changes.
  • Review training programs related to safety and compliance to ensure alignment with GM2 CAMO.A.315(g) and other applicable training guidelines.
  • Support the development of a safety-aware and compliance-driven culture across the CAMO function.


5. Documentation and Regulatory Interface

  • Maintain and ensure accuracy of the Continuing Airworthiness Management Exposition (CAME) sections related to compliance and safety functions.
  • Keep up to date with EASA, ICAO, and TM-CAD regulations, AMC/GM updates, and industry safety/compliance trends; disseminate relevant updates throughout the organisation.
  • Act as liaison with national and international authorities on CAMO-related compliance and safety matters.
  • Provide technical input and oversight for changes in maintenance contracts, procedures, or personnel that may impact compliance or safety.


6. Delegation and Absence Handover

  • In the event of prolonged absence or leave, ensure that a suitable deputy is appointed and a comprehensive handover is carried out, subject to AM’s approval.
  • Ensure continuity of both compliance and safety functions through effective delegation and documentation practices.

 

Qualifications:

Essential Requirements:

  • Proven experience applying aviation safety standards and safe operating practices.
    Strong knowledge of:
    EASA Part-CAMO, Part-M, Part-145, and AIR OPS regulations
  • Compliance and Safety Management Systems (CMS & SMS)
  • Risk management, investigation techniques, and root cause analysis
  • AOC operations and Continuing Airworthiness Management Exposition (CAME)
  • Familiarity with ICAO and European safety management standards.
  • Background in aircraft maintenance methods and practices.
  • Understanding of aircraft accident/incident investigation.
  • Education & Licensing (must meet one of the following):
    • Degree in aeronautical, mechanical, electrical, or avionics engineering
    OR
    • ICAO Type II A&C or EASA Part-66 (B1/B2/C) licence with CRS privileges + management diploma
    OR
    • 5 additional years of relevant experience in lieu of formal qualifications
  • Experience:
    • Minimum 5 years’ experience in aviation, with at least 2 years in maintenance, airworthiness, or compliance/safety management.
    • Hands-on knowledge of aircraft maintenance oversight and regulatory compliance.


Additional Requirements:

  • Aircraft type training at Part-66 Appendix III Level 1 (General Familiarisation).
  • Compliance auditing course completed.
  • Minimum of 2 years in third-party auditing, or documented recent audit practice (within last 24 months).
